very pleased with everyone gathered at the foot of the Tianshan Urumqi this beautiful city, attended the first China – China’s first Asia-Europe Expo – Asia-Europe Economic Development Cooperation Forum. This forum is to “win-win cooperation and sustainable development” is the theme of China and Central Asia, West Asia, South Asia and European countries co-development plans, makes sense. Here, on behalf of the Chinese government, the convening of the Expo and Forum warm congratulations! Distinguished guests from afar and sincere welcome!

Chinese Asian and European countries located in the same continent, in the progress of human civilization played an important role. The hinterland of Eurasia has always been the land access between East and West, also is the world’s economic map of the most active, one of the most developed regions, and carries a diverse and splendid civilization. The ancient Silk Road, the history of the region witnessed the prosperity and glory. This large population, vast territory, with east and west of the regional advantages, variety of resources, a very broad market space for development potential.

National trade and economic cooperation between Asia and Europe have a good foundation.

China is the world’s most populous developing country in the industrialization and urbanization, a period of rapid progress, domestic demand potential. Xinjiang is the focus of the western development region, the Chinese government has formulated and is implementing a series of preferential policies to support the development of Xinjiang, such as increase security and improve the livelihood of transfer payments, increased infrastructure and ecological environmental protection of capital investment, support the development of advantageous resources transformation, the implementation of differentiated industrial policies, preferential tax policies, sloping land policy, to further strengthen the counterpart support work to enhance the capacity of self-development in Xinjiang, Xinjiang, leapfrog development and promote long-term stability.

Asia and Europe is an important force for world economic development, deepen pragmatic cooperation in Asian and European countries and regions, not only each other’s needs, but also the world’s development needs, and promoting Asia-Europe and the world economy is strong, sustainable and balanced growth. We should be more long-term perspective, a more open mind, explore new ideas, innovative mechanisms to jointly promote the development of Asia-Europe cooperation to achieve a new leap. Here, I focus on three recommendations from:

First, deepen pragmatic cooperation in trade and investment. Trade and investment are important drivers of economic growth, expanding trade and investment cooperation between Asia and Europe countries have great potential. The countries concerned should further expand market access, increase policy transparency, improve legal protection to strengthen the convergence of technical standards, improvement of customs clearance conditions, to create a more stable, transparent and predictable market environment, against any form of protectionism and promote trade and investment liberalization and facilitation. Promote the International Border Cooperation Center Khorgos construction and development, trade and economic cooperation of neighboring countries to explore a new model. Improve the regional, sub-regional cooperation mechanisms to speed up regional economic integration process. Strengthening of national science and technology, education, human resources development cooperation, joint efforts to eradicate poverty, increase employment, protect health and prevent and withstand natural disasters.

Second, to promote infrastructure interoperability. Deep inland in many Asian and European countries, to improve infrastructure is essential for expanding economic cooperation. The countries concerned should strengthen planning and coordination, promoting major infrastructure networks, focus on strengthening the regional road, railway, civil aviation, pipeline, construction of communication networks and other cooperation. China will work with relevant parties to fully exploit the new Eurasian Continental Bridge transport potential, and actively promote cross-channel construction, the Shanghai Cooperation Organization signed the Agreement on Facilitation of International Road Transport. The Chinese government will continue to provide preferential loans to the countries, support for transportation and communication infrastructure.

Third, to enhance mutually beneficial cooperation between industry and enterprise level. Asian and European economies are highly complementary, industry and business cooperation has broad prospects. Countries should continue to strengthen policy support and guidance, to provide efficient and transparent administrative services, to create safe and stable environment for development and create conditions for the development of business cooperation. Deepen cooperation in energy resources development, the resource advantages into economic advantages. Actively develop agriculture and animal husbandry, tourism, manufacturing, environmental protection and other areas of cooperation, cooperation in the field of mining of non-resource development potential. Economic cooperation needs smooth flow of funds, the landlocked countries and the current financial cooperation between Asia and Europe still weak and needs further strengthening. Cooperation in promoting the development of the large enterprises, small and medium enterprises should increase the exchange of attention and support, better play all types of enterprises in the growth, employment, innovation and international cooperation in the dynamic role.
